Comments: White Suzuki Celerio, blonde female driver probably in late 20s to mid 30s. Using hand-held mobile phone with Skype or similar video call function. Frequently looking at screen, taking other hand off the wheel to gesture to camera. Erratic braking, speed and road position, abrupt lane change without indicating requiring evasive action on my behalf to avoid collision. Observed twice around Ballarat East 21/06/16 and 10/08/16 approx 3.30pm on both occasions. Formal complaint lodged with Crimestoppers, hope they find you and impound the car.
